This reorganized group reviews engineering plans for storm water compliance on construction sites before issuing grading permits. Plans are also reviewed to ensure compliance to road standards, as outlined in the county's land development regulations for new subdivisions. The division implements the water quality components of any National Pollutant Discharge Elimination System (NPDES) permit, the compliance system for the federal Clean Water Act. NPDES permits control direct discharges, or "point source" discharges such as pipes and sewers, into the nation's waters.
